In the center of this beautifully decorative plate is a medallion with a scene from the Book of Esther, also known as Mordecai's Triumph - the image of Mordecai seated on the king's horse and dressed in the king's gown, led through the city by Haman.
The rim of the plate is engraved with the inscription (in Hebrew) " וַיִּקַּח הָמָן אֶת-הַלְּבוּשׁ וְאֶת-הַסּוּס וַיַּלְבֵּשׁ אֶת-מָרְדֳּכָי... וַיִּקְרָא לְפָנָיו כָּכָה יֵעָשֶׂה לָאִישׁ אֲשֶׁר הַמֶּלֶךְ חָפֵץ בִּיקָרוֹ" - "Then took Haman the apparel and the horse and arrayed Mordecai… and proclaimed before him 'Thus shall it be done unto the man whom the king delighteth to honour'". Between the two parts of the verse, two Stars of David with the Hebrew letter 'צ' (indicating the word 'Zion') in the center. Suspension loop on reverse.
This plate was used to deliver Mishloach Manot (Hebrew), "sending of portions", also called a Purim basket - one of the Purim holiday commandments.
